Dear Friends & Neighbors,

Forgive me if this is long but I wanted to give you as much information as
possible. We are at an important juncture with regard to the finalizing of
the maps for L.A. Redistricting which affects us all as we want to keep
Valley Glen whole and in Council District 2. After public comment on the
first draft maps, the Redistricting Commission will propose final
draft maps to
City Council for review by March 1. As it currently stands in the first
draft map, Valley Glen is whole and still in CD2, but that could change.

The Los Angeles City Charter requires that the 15 Council District lines
be redrawn at least every 10 years to reflect changes based on the census
data and population shifts. Although the intention is to keep communities of
interest together in a council district, this often divides communities but
also can unite communities. The Los Angeles City Council Redistricting
Commission has been holding public meetings, taking submissions from
individuals and groups of their own proposed map(s), and testimony
from the public.
On January 25, the Commission released the first draft map. The Commission
is made up of 21 individuals, with each Councilmember from the 15 districts
having one appointment with the President of the City Council having two.
The Mayor has three appointments, the City Attorney has one and the City
Controller has one, totally 21 Commissioners.

The Valley Glen Neighborhood Association was contacted by the Studio City
Residents Association to solicit support for their proposed map (see
attached their proposed CD2 redistricting map). At the VGNA Executive Board
meeting on January 17, the Board reviewed their map for Council District 2 and
voted to support it. It includes all of Valley Glen, Studio City, North
Hollywood, Valley Village and Toluca Lake, and a small portion of
Sherman Oaks.
Since each Council District must meet (or come as close as possible) to a
population target of 252,847, it's a challenge to keep all communities of
interest intact. Currently Valley Glen is entirely in CD2 and we want to keep

) . In addition to Valley Glen, communities
(all or parts of) currently in CD2 are Lake View Terrace, La Tuna Canyon,
North Hollywood, Shadow Hills, Sherman Oaks, Studio City, Sunland, Sun Valley,
Tujunga, Valley Village and Van Nuys.

I attended the Redistricting Commission meeting downtown on January 18 and
participated in the Studio City Residents Association (SCRA) map proposal
with their representative, Barry Johnson, along with representatives from
the Studio City Neighborhood Council, Vice President Lisa Sarkin, and the Mid
Town North Hollywood Neighborhood Council, President Mary Garcia (also
speaking for the No Ho West Neighborhood Council and the North Hollywood North
East Neighborhood Council) all in support of the proposed map. There were
21 different map proposals from all over the city. Valley Glen resident,
Sharon Ford also attended and testified at this meeting and the January 25
meeting.

The link below is for the first draft maps released on January 25 by the
L.A. City Council Redistricting Commission for the 15 City Council
districts. I attended the Commission meeting that day at Van Nuys
City Hall where
the maps were presented and more testimony given by the public. It was also
apparent at that meeting that many of the Commissioners are very unhappy
with the first draft maps and the process. Page 2 has an overview map of all
of the districts. Pages 7-8 have Council District 2 (with Valley Glen) and
Pages 18-20 have the U.S. Census Bureau 2010 statistics, and the Voter
Registration breakdown. This map still has part of Sun Valley, Valley Village
and Van Nuys along with all of Valley Glen, Studio City, North Hollywood and
Toluca Lake in CD2. However,Toluca Lake does not want to be in CD2 but
remain in CD4. Sunland, Tujunga, Lake View Terrace, La Tuna Canyon and Shadow
Hills, mostly rural/equestrian country have little in common with our area
(in fact are not in the San Fernando Valley but in the Tujunga Valley) are
not included in either the SCRA proposed map or the first draft map, want to
remain in CD2. Valley Village, currently in two council districts, did not
attend either meeting so their preference is unknown at this time.

The three links below are: a flyer for the "pre-final map" community
meetings, starting February 1 throughout Los Angeles for public comment on the
draft maps; FAQ about the City's Redistricting process; and a public comment
form, which is helpful for those who wish to prepare oral public testimony
and for those who wish to submit written testimony. It is important to note
that the community meeting in the South Valley is Thursday, February 09,
2012, 6:30pm, Walter Reed Middle School, Auditorium, 4525 Irvine Avenue,
Studio City, CA 91602. Since these maps will most assuredly change, it is
important that we do all that is possible to insure that Valley Glen stays in
CD2 with our other communities of interest, Studio City, North Hollywood,
and Valley Village. There was/is much howling of protest from many, including
City Councilmembers, about the first draft map.

OTHER IMPORTANT ANNOUNCEMENTS

Valley Glen resident Jean Sinatra reports that neighbors on Sunnyslope
received the attached announcement from the U.S. Army Corps of Engineers
regarding the Tujunga Wash and a map of the area to be restored For those who
can't open it, I've included the relevant information here:

The U.S. Army Corps of Engineers and the Los Angeles County Flood Control
District will be working on an ecosystem restoration project along both
sides of the Tujunga Wash Channel between Vanowen Street and Sherman Way. The
project will consist of a new naturalized stream that will meander along
the west bank of the channel. Both banks will include pedestrian walkways,
seating areas, native and drought-tolerant landscaping, and new entryways.
Work is expected to begin during the week of Monday, February 6th (M-F
7:00a.m. to 5:00p.m.) and will take an estimated five months to complete.

ACTION ALERT!
Help stop tax breaks for corporations proven guilty of misconduct!

When corporations engage in "oppressive, fraudulent or malicious"
misconduct and are required to pay punitive damages, they can deduct
these damages
as a "business expense." This outrageous loophole allows bad acting
corporations to shirk responsibility for their despicable actions. Worse, it
removes corporations' motivation to start following the law. Especially at a
time when all Californians are being called upon to make significant
sacrifices, individual taxpayers and responsible businesses should
not subsidize

My Assembly Bill 1276 closes this tax loophole, restoring corporations'
incentive to act according to the law. With Governor Brown's proposed budget
